Written Security Plan (HM-232)

HM-232 (49 CFR 172.800) requires shippers and carriers to develop and implement a written security plan for those who ship/transport certain hazardous materials that also meets requirements of federal hazmat registration requirements (49 CFR 107.601) or select substances under 42 CFR, Part 173. 

DOT HM-232 states that you are REQUIRED BY LAW to have a written security plan in effect by 9/25/2003.  If you do not have your written security plan prepared, you are not currently compliant and face potential fines of $6,000 and up (see 49 CFR 172.800 for complete information).

Your facility may require a written security plan if you ship or transport:

  • Highway route-controlled quantity of radioactive material
  • More than 25 kg of Division 1.1, 1.2 or 1.3 explosives
  • More than 1 L of a material poisonous by inhalation in hazard zone A
  • Bulk packaging with a capacity of 13,248 L (3,550 gallons) or greater for liquids or gases, or more than 13.24 cubic meters (468 cubic feet) for solids
  • A shipment of 2,268 kg (5,000 lbs.) in non-bulk packaging for which placards are required
  • A select agent or toxin regulated by the Centers for Disease Control and Prevention under the 42 CFR Part 73
  • A quantity of hazardous material that requires placarding
